Generally, these are height datums that a surveyor puts in the road for an architect, designer or planner for building design to use as a height reference. These are put on the road near the residential block so the builders can use it to calculate the levels they need. So all calculations for the sand pad, concrete slab, driveway, drainage etc is calculated from that point.
